In 1971, months before the United Arab Emirates (UAE) came into being as a new nation-state in the region, an institution of great potential was already taking shape: the Abu Dhabi Fund for Development.

When the Union was later declared on December 2 of that year, the foundations of the newly formed state were still in the making. However, a key principle was already forming roots in this nation’s identity through ADFD: that development would not be confined within national borders. The Fund’s role was to support various nations around the world in addressing development challenges and advancing economic growth. It was an early and powerful statement that the UAE would be firmly committed forever to the idea of global citizenship. It was an act of incorporating altruism, deeply rooted in the history and culture of the place.

From the beginning, ADFD focused on long-term financing and support of essential projects, particularly in sectors such as energy, water, transport, and housing. These investments were foundational. Roads that connected regions, power plants that enabled industry, and water systems that sustained communities became the building blocks of a new global solidarity and economic partnerships.

“ADFD continues to play a leading role as one of the UAE’s key development arms…[it] has connected the UAE to the world.”
- His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President and Deputy Prime Minister of the UAE, and Chairman of the Board of Directors of ADFD

Over time, this model — focusing on financing priority infrastructure through structured partnerships with governments — helped define a wider approach to development cooperation across the UAE. Through ADFD, financial assistance became coordinated, measurable, and governed by institutional frameworks. It created a clear link between policy and implementation, national values and international engagements, and domestic coordination and global partnerships.

As global needs evolved, so did the Fund. What began as a financing entity expanded into a broader development partner, managing government grants, supporting strategic investments, and enabling UAE-based companies to contribute to projects abroad. This dual role is a defining feature of the ADFD’s work today. It supports partner countries in building resilient economies, while also facilitating the UAE’s engagement in global markets.

A key part of this evolution has been a growing focus on sustainability. ADFD’s work increasingly supports renewable energy, climate resilience, and infrastructure designed for the long term. Through its partnership with the International Renewable Energy Agency (IRENA), the Fund has helped finance renewable energy projects in countries such as Mauritius, the Maldives, and Sierra Leone, supporting solar and wind initiatives in regions where access to reliable electricity remains limited.

“Financing renewable energy projects is a priority for ADFD. We will intensify efforts to support our partner countries to achieve their development goals through sustainable projects and to create a brighter future for the generations to come.”
- Mohamed Al Hamedi, Project Manager, ADFD

More than five decades after its establishment, ADFD’s work has expanded across continents. It has supported hundreds of development projects in over 100 countries, committing billions of dirhams in financing and investments. These projects range from transport networks and irrigation systems to renewable energy plants and housing developments.

Yet the significance of ADFD is not defined by scale alone, but also by its consistency in the way it has continued to operate across changing global priorities while maintaining a clear and structured approach.

This continuity reflects the vision of the UAE’s Founding Father, the Late Sheikh Zayed bin Sultan Al Nahyan, who believed that prosperity carries a responsibility to support others. ADFD became one of the earliest ways this belief was put into practice, embedded within institutions, policies, and international partnerships.

“Under the leadership of His Highness Sheikh Mohamed bin Zayed Al Nahyan, the UAE continues to champion a development model rooted in strategic partnerships and knowledge exchange.”

- His Excellency Mohammed Saif Al Suwaidi, Director General of ADFD

Today, the ADFD represents more than a financing institution. It reflects a respect for partnership, shared responsibility, and alignment with national priorities. Its projects vary in scale and sector, from renewable energy plants to irrigation systems and housing developments, but they are shaped by a shared understanding: that development is most effective when it is planned, coordinated, and built over time.

What began in 1971, before the UAE itself was formally established, has evolved into a sustained global presence.

It is a reminder that some of the country’s defining principles were not introduced later but established early and carried forward through institutions designed to last.
